  2014\, the Affordable Care Act will make health care available to an esti
 mated 196\,000 Nebraskans who are not covered by a health care plan now. O
 pen enrollment in health plans starts Oct. 1.\n\nThe health care law will 
 provide access to people who have a pre-existing condition\, create new ma
 rketplaces that will allow insurers to offer more affordable coverage and 
 provide tax credits to lower the cost of coverage.\n\n
