X-WR-CALDESC:The use of restraint and seclusion presents significant health
  and safety risks to students. Students continue to endure severe injuries
  and death from the use of restraints and seclusion.  Children with disabi
 lities are at particular risk of being restrained and/or secluded and disp
 roportionately so. Students are sometimes restrained as discipline for min
 or infractions\, even when the student’s behavior appeared not to be aggre
 ssive.  Students are often restrained without prior parental consent\, inc
 ident reporting to parents\, or despite explicit parental instructions not
  to use restraint or seclusion.  Nebraska requires each school district ad
 opt a policy regulating and authorizing the use of restraint or seclusion.
   Because Nebraska only requires that a policy be in place\, issuing only 
 non-binding guidance as to what these policies should entail\, district po
 licies vary widely across the state and even across town.  \n\nThis presen
 tation intends to educate about the extent of restraint and seclusion use 
 in schools\, raising awareness of the significant safety and health risks\
 , the current system by which Nebraska authorizes and regulates schools’ u
 se of seclusion and restraint\, and some questions parents can ask or reso
 urces to use if the use of restraint or seclusion is suspected.  \n\nOur g
