Seclusion & Restraint in Nebraska Schools

 

OVERVIEW

Over the years, the use of seclusion and restraint in schools across the United States has garnered plenty of attention. The prevalence of the issue prompted Disability Rights Nebraska to publish At Risk with Only Guidance for Protection, a 2014 report addressing the use of seclusion and restraint on Nebraska students. Since then, the issue has persisted. According to federal data, about 122,000 students were restrained or secluded in the 2015-2016 school year. The widespread use of seclusion and restraint methods in our nation is risky and dangerous, especially for students with disabilities. In the Dan Habib film, Restraint and Seclusion: Hear Our Stories, we hear from multiple individuals who were subjected to seclusion and/or restraint in school as children. The documentary brings to light how prevalent these practices are in schools across the United States, as well as the long-term negative effects suffered by the individuals featured in the film. 


 

THE NUMBERS

Civil Rights Data Collection (CRDC)

In 2013-14, students with disabilities served by IDEA represented 12% of all students in the United States, but approximately 67% of students subjected to restraint or seclusion. The CRDC's most recent report on the 2015-16 school year indicates that almost 87,000 students were restrained and over 37,500 were secluded. This totals to about 124,500 students who were restrained or secluded. Of these 124,500, most who were subjected to restraint or seclusion were students with disabilities served by the IDEA. Although students with disabilities make up only 12 percent of the student population, students with disabilities served by the IDEA represented 71 percent of students restrained and 66 percent of students secluded.
